Rules for the provision of hotel services at MTL-Hotel LLC Holiday Hall Samara Hotel

These rules (hereinafter referred to as the Rules) have been developed in accordance with the current Russian legislation regulating the provision of hotel services (Resolution of the Government of the Russian Federation of November 18, 2020 N 1853 “On approval of the Rules for the provision of hotel services in the Russian Federation”).

These rules establish the procedure for booking, check-in, accommodation and provision of services at the Holiday Hall Samara Hotel.

1. The Hotel is intended for temporary residence of citizens for a period agreed with the Hotel administration.

Upon expiration of the agreed period, the resident is obliged to vacate the room at the request of the administration.

If you wish to extend your stay, you must inform the Hotel administrator no later than 2 hours before check-out time - 12 noon local time.

Extension of the stay in the same room is possible only in the absence of a confirmed reservation in favor of third parties.

2. The following have the right to priority service at the Hotel:

  • Heroes of the Soviet Union, Heroes of the Russian Federation, full holders of the Order of Glory and persons equivalent to them;
  • Disabled people and participants of the Great Patriotic War and persons equivalent to them;
  • Other categories of citizens who, in accordance with the current legislation of the Russian Federation, are granted the right to priority service at consumer service enterprises;
  • A person entitled to priority service must present a document confirming this right.

3. The opening hours of the Holiday Hall Samara Hotel are 24 hours a day.

4. Registration of the Guest’s stay at the Hotel is carried out on the basis of an identification document drawn up in the prescribed manner, including:

  • passport of a citizen of the Russian Federation, identification document of a citizen of the Russian Federation on the territory of the Russian Federation;
  • birth certificate - for a person under 14 years of age;
  • passport identifying a citizen of the Russian Federation outside the Russian Federation - for a person permanently residing outside the Russian Federation;
  • a passport of a foreign citizen or another document established by federal law or recognized in accordance with an international treaty of the Russian Federation as an identification document of a foreign citizen;
  • a document issued by a foreign state and recognized in accordance with an international treaty of the Russian Federation as an identification document of a stateless person;
  • temporary residence permit for a stateless person;
  • residence permit for a stateless person.

If visitors stay in the Guest's room after 23:00 hours, the resident guest must register visitors to the Reception and Accommodation Service. The hotel is not responsible for the presence of unregistered visitors in the guest's room.

All services at the Hotel for persons under 18 years of age are ordered only by their legal representatives.

5. Payment for accommodation and services at the Hotel, including insurance premiums and security deposits, is carried out at free (negotiable) prices, according to the price list approved by the Hotel Administration.

Payment is made in rubles, in cash, by bank transfer under the booking agreement or using payment (credit) cards.

Check-in at the Hotel is made only after the guest has made an advance payment for the entire expected period of stay.

A fiscal receipt is issued immediately after the guest deposits funds; the final invoice for services provided is issued upon departure of the guest.

The fact confirming the provision of services to the Guest by the Hotel is the moment of handing over the keys to the room to the Guest or his accompanying person.

5.1. In case of refusal by the Guest to pay for the room, the reception desk administrator has the right to refuse accommodation.

The Hotel Administration ensures that the Guest can stay at the Hotel only during the paid period of time. After the end of the paid period, at the request of the Guest, the stay can be extended only if there are free places and the reception desk or reservation service has been informed of the desire to extend the room at least one day in advance with payment according to the current tariff.

5.2. All prices, offers and terms of sale may be:

  • changed;
  • limited in time, availability and validity;
  • limited by dates, minimum or maximum stays, weekends and holidays, seasonal price fluctuations;
  • subject to other conditions and restrictions.

The price of a room (place in a room) is set the same for all consumers.

5.3. In order to provide hotel services and comply with the legislation of the Russian Federation on registration of citizens at the place of stay and on migration registration, the Hotel Administration has the right to transfer the Guest’s personal data to the relevant executive authorities of the Russian Federation.

6. Departure from the Hotel premises is possible only after payment for all Hotel services.

7. Payment for accommodation is charged in accordance with a single checkout time - from 12 noon of the current day, local time.

In case of free settlement of the guest at night from 22:00 to 08:00, check-in to the room is made only before check-out time, extension of stay is carried out in the manner prescribed by the approved price list.

For stays of less than a day (24 hours), the fee is charged per day, regardless of the time of arrival and departure.

8. Check-in time is from 14-00. Check-out time is until 12-00.

9. Check-in. The Hotel has a daily rate for accommodation. When staying from check-out to check-out time, a fee of 100% of the cost of accommodation for 1 day will be charged.

Accommodation of the Guest before check-out time is an opportunity to provide an additional service before the start of check-out time, when the guest has the right to use the service in full. For accommodation before check-out time, an additional payment of no more than 50% of the cost of 1 night will be charged.

Check-in to a room before 06-00 is paid additionally in the amount of the full cost of 1 night of stay at the Hotel in a room of a confirmed category.

Check-in to a room after 06-00 to 14-00 is paid additionally in the amount of half the cost of a night's stay in a room of a confirmed category. When checking in early after 06-00 and paying the early check-in fee, breakfast on the day of arrival is not included in the price.

10. Late check out. Check-out from the room after 12-00 and before 18-00 is paid additionally in the amount of half the cost of 1 night of stay at the Hotel in a room of a confirmed category.

Checking out of the room after 18-00 is paid additionally in the amount of the full cost of 1 night of stay at the Hotel in a room of a confirmed category.

11. Guaranteed reservation.

The reservation is considered valid from the moment the consumer receives a notification containing information about the name of the performer, the customer, the category (type) of the room ordered and its price, the booking conditions, and the length of stay at the Hotel.

Non-guaranteed reservations are automatically canceled at 16:00 (local hotel time) on the day of arrival.

In order to ensure your reservation, payment of the full cost of one night's stay at the Hotel in a confirmed room category must be guaranteed via credit card.

12. Cancel Reservation.

To avoid withholding a fine in the amount of the cost of 1 night of accommodation in a room of a confirmed category, you must inform in writing about the cancellation of the reservation before 16-00 (local hotel time) one day before the check-in date.

Cancellation of bookings for groups is subject to the cancellation policy specified in the Group Accommodation Agreement.

13. No-show.

In case of no-show, without prior notice, the Hotel reserves the right to withhold a fine equal to the full cost of 1 night of accommodation in a room of a confirmed category.

The penalty for no-show for groups is carried out according to the rules specified in the Group Accommodation Agreement.

14. If the guest refuses to stay or the period of stay is shortened, the administration has the right to retain from the advance payment made by the guest (their guarantor) an amount equal to the cost of one night's stay.

This amount is the fee for reserving a room in the guest's name for the entire period of their stay.

15. If three or more guests are accommodated in one room, an additional fee for each guest, starting from the 3rd, will be charged in the amount of 1,500 RUB/day.

16. Bed linen is changed once every two days. Towels and toiletries are changed daily.

Room cleaning is performed daily until 18-00 (local hotel time). At the guest's request, unscheduled room cleaning can be performed for an additional fee.

17. The hotel is not responsible for the operation of city services (emergency shutdown of electrical and heating energy, water supply).

18. To ensure order in the Hotel, safety of property and safety of Guests, residents and their guests are obliged to:

  • when leaving the room, close the water taps, windows, turn off the lights and TV;
  • comply with the rules of residence established at the Holiday Hall Samara Hotel, maintain cleanliness, silence and public order in the room and the Hotel;
  • strictly follow fire safety rules:
    The hotel prohibits the lighting of open fires, the use of pyrotechnic products, and smoking, including electronic cigarettes and their analogues.
    The smoking area is located on the street at the exit from the hotel to the right and is marked with the appropriate sign.

The hotel has 5 emergency exits from each floor, indicated by signs. Evacuation plans are posted on each floor and in each room, showing the order and routes of evacuation.

In case of fire:
  • The voice warning system will be activated. You will hear the following phrase: “Dear guests! For technical reasons, we ask you to leave the hotel.
  • Don't use elevators. Follow the evacuation plans located on each floor. Keep calm.
  • Leave your room;
  • It is prohibited to use elevators;
  • Stay in your room if the corridors and stairwells are too smoky to leave the room. A closed door in a room has a fire resistance limit of 30 minutes. This will protect you from smoke and fire until the fire crew arrives;
  • Notify the hotel staff by phone (extension 106,107,255) about your location;
  • The gathering place for hotel guests and employees during evacuation is located on the site 150m to the right of the central exit.
  • compensate for damage in case of loss, damage or destruction of hotel property. The damage caused is assessed on the basis of the “The damage of hotel property price list”;
  • bear responsibility for the actions of visitors invited to their room;
  • pay for all additional services provided by the Hotel on time and in full;
  • in case of ordering take-out food from third-party establishments, delivery to the reception desk is prohibited; delivery directly to the room is prohibited;
  • maintain silence at night from 22-00 to 08-00 the next day on weekdays and from 22-00 to 10-00 the next day on weekends and holidays in winter, from 23-00 to 08-00 on weekdays and from 23-00 to 10-00 on weekends and holidays in summer (from June 1 to August 31);
  • comply with the Rules for visiting the SPA center;
  • comply fully with the provisions of these rules.

The Hotel has the right to refuse service to those who show signs of alcohol or drug intoxication, and whose behavior may cause inconvenience for Hotel Guests.

Monitoring of Guests' compliance with public order and silence at night is carried out by the Hotel's security service.

If the Guest violates public order and silence, the Hotel security staff has the right to call the police to bring the violators to administrative responsibility.

19. Rules of accommodation with pets.

The Hotel allows accommodation with well-groomed, healthy pets (cats and dogs) weighing no more than 10 kg.

Accommodation with animals that do not meet the above requirements (for example, birds, reptiles, animals over 10 kg, etc.) is subject to agreement with the Hotel Management.

The hotel reserves the right to determine whether the pet breed is allowed to stay in the Hotel room on a case-by-case basis. The cost of living a pet in one hotel room is 5,000 rubles.

Upon check-in, you must provide a veterinary passport.

The guest undertakes to observe hygienic conditions in the room and on the territory of the Hotel.

Dogs on the Hotel premises must be on a leash and muzzle (cats on a leash or in a carrier) and must be accompanied by the pet owner. An animal may be kept without a leash and muzzle only within the limits of the room the guest resides.

Decorative (small) breeds of dogs are allowed to be on a leash or in the arms of the Owner. Visiting restaurants and public places with pets is prohibited.

For the safety and comfort of your pet, rooms will be cleaned if:

a) Your pet is not in the room;
b) You are in the room, and your pet is on a leash and muzzle or in a carrier. Place a sign on the outside of your room door when your pet is inside. If you want your room to be cleaned, call the Reception and Accommodation Service or use the online service for ordering services.

In the event of complaints from other guests or accidents due to the fault of a pet, the owner of the animal is obliged to immediately take appropriate measures to eliminate the causes of dissatisfaction, and, if necessary, remove the animal from the hotel premises.

The hotel reserves the right to refuse to provide hotel services to a guest living with a pet in case of violation of the rules of residence and in case of aggressive, inappropriate, noisy behavior of a pet (for example, excessive barking, urinating in public places, etc.).

The owner bears full responsibility for possible damage to Hotel property by pets.

In case of damage to property by a pet, the Owner shall compensate for the damage according to the Price List valid at the Hotel at the time of the pet owner’s stay. On the day of check-out from the Hotel, the guest must notify the Reception and Accommodation Service one hour in advance about the time of his departure in order to assess possible losses.

20. The following is prohibited at the Hotel:

  • leave strangers in the room, as well as pass them the key card from the room;
  • store bulky items, flammable materials, weapons, chemical and radioactive substances, mercury;
  • be under the influence of alcohol or drugs;
  • use heating devices if this is not provided in the hotel room;
  • disturb the peace of guests living in adjacent rooms;
  • independently move furniture, plants and other interior items located in public areas of the Hotel;
  • smoking in rooms and public areas of the Holiday Hall Samara Hotel, including electronic cigarettes;
  • immoral behavior (actions that violate generally accepted norms of morality and ethics, contradict generally accepted ideas about reasonable and decent behavior, such as: violence, insult, hooliganism, excessive drinking, rudeness towards others, inappropriate behavior in public places, etc. .d.);
  • be in public areas (corridors, halls, stairs, elevators, restaurant, Hotel lobby) in underwear, naked, bare-chested, in swimsuits, barefoot;
  • wear bathrobes in the hotel restaurants and bar, including during breakfast.

In case of refusal to comply with the dress code, the hotel has the right to refuse service.

21. The rooms and public areas of the Hotel, in accordance with the Federal Law of the Russian Federation “On protecting the health of citizens from the effects of environmental tobacco smoke and the consequences of tobacco use” No. 15-FZ of February 23, 2013, are declared strictly non-smoking from June 1, 2014.

Guests and visitors of the Hotel are prohibited from setting fires or smoking cigars, pipes, cigarettes, cigarillos, cigarettes, etc. on the Hotel premises.

A guest who has violated the requirements of the Federal Law and these Rules regarding the use of tobacco and other means for inhaling smoke is obliged to pay compensation in the amount of 5,000 rubles to the Hotel cash desk for eliminating the consequences of tobacco use and bringing the Hotel premises to their original condition.

22. The administration is not responsible for the loss of the guest’s valuables in the room in case of violation of the order of hotel accommodation.

If forgotten items are discovered, the administration takes measures to return them to their owners. If the owner is not found, the administration undertakes to store the found items for 1 year from the date of their discovery.

23. The administration is responsible for the valuables deposited by the Guest in the safe at the reception.

24. The Book of Comments and Suggestions is freely available at the Hotel reception desk.

25. The Hotel Administration reserves the right to visit the room without the consent of the guest, including if there is a “do not disturb” sign on the door of the room, in the event of: smoke, fire, flooding, violation by the guest of these rules of residence, public order, rules of use household appliances, no contact with the guest for 24 hours.

26. The Hotel has the right to terminate the contract for the provision of hotel services unilaterally or refuse to extend the period of stay if the guest violates the rules of residence, untimely payment for Hotel services, or causes material damage to the Hotel by the guest. The Hotel also has the right to refuse to provide any services to the guest if the guest violates the Rules for the provision of hotel services at the Hotel.

27. If a guest is absent from their place of residence for more than 6 hours from the date of his check-out time, the Hotel administration has the right to establish a commission and make an inventory of the property in the room. The administration takes material assets in the form of cash, precious metals, valuable documents under its own responsibility. Other property is located in the hotel management service. The resident is required to pay half the cost of the room upon his return to collect their belongings.

28. In case of complaints from the consumer, the administration takes all possible measures to resolve the conflict, provided for by law.

29. In cases not provided for by these rules, the Hotel administration and the consumer are guided by the current legislation of the Russian Federation.
